Mandate Letter

Excerpt from the current mandate:

“Since my previous mandate letter to you, our country has been confronted by the most serious public health crisis we have ever faced. The global pandemic has had devastating impacts on lives and livelihoods and exposed fundamental gaps in our society. Challenges that existed before the pandemic remain and others have been exacerbated.

Ongoing struggles around the world – and here at home – remind us of how important it is to keep working toward a brighter future. We are at a crossroads and must keep moving Canada forward to become stronger, more inclusive, and more resilient. It is part of your job to look out for Canadians, with particular attention to our most vulnerable.”

With the support of the Minister of Foreign Affairs, continue to strengthen and diversify Canada’s trade partnerships and reinforce global supply chains, including for medical supplies and other critical goods.
Continue to fight for open and rules-based trade regimes, including by advancing the work of the Ottawa Group on World Trade Organization reform and by advancing Canada’s inclusive free trade agenda.
Support the Deputy Prime Minister and Minister of Finance to target additional financial support directly to businesses that have to temporarily shut down as a result of a local public health decision on COVID-19.
Continue to support small businesses as they adopt digital technologies and tools to help them adapt for the future and thrive in Canadian and international digital marketplaces.
Support the Deputy Prime Minister and Minister of Finance to create over one million jobs, restoring employment to levels prior to the pandemic using a range of tools, including supporting the growth of Canadian companies through exports, direct investments in the social sector and infrastructure, immediate training to quickly up-skill workers, and incentives for employers to hire and retain workers.
With the support of the Minister for Women and Gender Equality and Rural Economic Development, accelerate the Women Entrepreneurship Strategy and work across the government in order to increase women-owned businesses’ access to the financing and expertise they need and address the disproportionate impact of the COVID-19 economic crisis on women business owners, with particular attention to supporting Black, Indigenous and racialized women. Draw on the work of the Canada-United States Council for Advancement of Women Entrepreneurs and Business Leaders.
Building on the Black Entrepreneurship Program, and with the support of the Minister of Diversity and Inclusion and Youth, continue to invest in the economic empowerment of Black business owners and entrepreneurs, and develop additional supports for underrepresented Canadians to become the next generation of Canadian entrepreneurs and business leaders.
In support of the Made in Canada Project - Canada’s Plan to Mobilize Industry to fight COVID-19 - work with the Minister of Innovation, Science and Industry to secure global supply chains to keep Canadians safe and create jobs.
Continue to support efforts by the Minister of Fisheries, Oceans and the Canadian Coast Guard to develop a comprehensive blue economy strategy aligned with Canada’s economic recovery and focused on growing Canada’s ocean economy to create good middle class jobs and opportunities for ocean sectors and coastal communities, while advancing reconciliation and conservation objectives.
